Biography
Wilson Fisk was a fat kid in a bad neighbourhood who got beaten up until he decided to become the thing doing the beating. He trained his body into a 450-pound block of muscle, killed the man who taught him, and built a criminal empire on a simple insight everyone else missed: crime is a business, and businesses need respectability. Fisk owns buildings, boards, judges and headlines. The violence is a department, not a personality.
That is what makes him Daredevil's opposite number rather than just his enemy. Matt Murdock is a lawyer who breaks the law at night; Fisk is a criminal who obeys it in daylight. Their war is fought in courtrooms, disbarment hearings and character assassinations as much as in fistfights, and in Born Again Fisk proved he does not need to throw a punch to nearly destroy a man — he needs a name, a bank and a phone.
Physically he is a genuine threat, which people forget until he lifts someone off the ground one-handed. Fisk has beaten Spider-Man, out-wrestled Iron Fist and taken punishment that would hospitalise a super-soldier. Marvel eventually let him win the biggest way possible: Wilson Fisk became Mayor of New York City, legally, on a law-and-order platform, and used the office exactly the way you would expect.

Comics history
Fisk debuted in Amazing Spider-Man #50 (1967) as a Spider-Man villain and worked for over a decade before Frank Miller moved him to Daredevil and reframed him as the definitive New York crime lord.
Born Again (Daredevil #227-233, 1986) by Frank Miller and David Mazzucchelli is one of the great superhero stories: Fisk learns Daredevil's identity, has him disbarred, frozen out, evicted and beaten, and never once puts on a costume. It is the blueprint for every prestige-TV crime boss since.
Later runs kept escalating him. Bendis and Maleev's Daredevil put him in exile, Charles Soule's Kingpin humanised him, and Chip Zdarsky's run made him Mayor of New York, culminating in Devil's Reign (2021-2022), where Fisk uses city government to outlaw superheroes outright.
